- Joined Carmel in December 2007, following his service as a deputy head of the outsourcing & international technical collaboration department in an Israeli Ministry of Defense (IMOD) R&D unit.
- Graduate of the prestigious IAF officer's training program – Talpiot, Tomer held several technical, R&D and managerial positions both in the IDF intelligence corps, and the IMOD.
- Holds a B.Sc. in Physics, Mathematics and Chemistry from the Hebrew University of Jerusalem, holds a M.Eng (cum Laude) from the Technion institute of Technology, Israel
